Mission Roll Call Applauds Bipartisan Passage of VA Home Loan Program Reform Act

Washington, D.C. — Mission Roll Call applauds both chambers of Congress for the bipartisan passage of H.R. 1815, the VA Home Loan Program Reform Act, and applaud the President for signing this critical legislation into law

The bill, which passed the House and Senate with broad support, provides the Department of Veterans Affairs (VA) with the flexibility to support veterans at risk of losing their homes— while ensuring that the agency remains focused on its core mission: delivering health care, benefits, and transition support to those who served.

“Congress did the right thing, acting swiftly, decisively, and in a bipartisan manner,” said CEO Jim Whaley at Mission Roll Call. “H.R. 1815 strikes the right balance between compassion and accountability. It protects vulnerable veterans from foreclosure while ending a flawed and costly program that distorted incentives and put the VA in the business of managing mortgages.”

The now-expired Veterans Affairs Servicing Purchase (VASP) program was projected to cost taxpayers over $17 billion, offering below-market interest rates that unintentionally encouraged strategic defaults. By removing this unsustainable framework, H.R. 1815 restores fiscal discipline and directs VA resources back toward areas of urgent need, such as mental health care, housing support, and suicide prevention.

Mission Roll Call also commends congressional leaders for acting quickly to prevent a damaging policy vacuum following VASP’s expiration on May 1. The new law will empower the VA to work with private lenders and nonprofit partners to assist veterans in crisis—without compromising the integrity of the VA loan program or taxpayer trust.

“We urged the White House to act without delay,” Whaley added. “Veterans facing housing insecurity need clarity and support in the near term. Somewhere out there is a veteran who will benefit immediately from this legislation becoming law. This bill is proof that when our leaders come together with veterans’ best interests at heart, real solutions happen.”
